Why The Pentagon Wanted Rules
When the Pentagon started pouring money into AI a few years ago, leaders knew the technology could be a game-changer on the battlefield. Logistics, intelligence analysis, and decision support in combat could all be positively affected by AI. There was also a problem: without clear boundaries, AI could just as easily undermine U.S. values and international law. That is why in 2018, DoD leadership asked the Defense Innovation Board (DIB) – a panel of outside experts from tech, academia, and industry – to come up with ethical guidelines for military AI.
The board spent more than a year talking to commanders, engineers, policy makers, and allies. It also drew on civilian voices from universities and advocacy groups to pressure-test the Pentagon’s thinking. The goal wasn’t just to protest the U.S. military’s reputation – it was also about making sure allies and the public could trust America wouldn’t unleash AI systems no one could control.
The Five Principles
By early 2020, the Defense Department rolled out five core principles for AI use: Responsibility, Equitability, Traceability, Reliability, and Governability.
- Responsibility means humans will stay in charge. AI may assist, but people are accountable for how AI is used.
- Equitability refers to weeding out bias in data and algorithms. In practice, this could prevent an AI system from unfairly targeting or misidentifying certain groups.
- Traceability emphasizes transparency and documentation. There should be a record of how a system was built and why it makes certain decisions.
- Reliability insists systems be tested and safe within their intended use, whether that’s spotting enemy aircraft or managing supply chains.
- Governability is the Pentagon’s way or saying “kill switch”: if an AI system acts unpredictably, humans must be able to shut it down.
The Pentagon grounded these rules in U.S. law, the Constitution, and the Law of Armed Conflict; however, experts point out that it is easier said than done. Modern AI is often a “black box.” Commanders might not fully understand how a system reached a conclusion, but they are still expected to take legal and moral responsibility.
From Paper To Practice
Writing down principles is one thing but putting them into real systems is another. The Pentagon gave that job to the Joint Artificial Intelligence Center (JAIC), which later merged into the Office of the Chief Digital and Artificial Intelligence Officer (CDAO). That office created a Responsible AI Toolkit and drafted a strategy to push these rules across the force.
So far, the focus has been on human-machine teaming. This means AI helps crunch data or make recommendations, but the final call stays with humans. For example, an AI system might help an analyst sift through drone footage faster, but it doesn’t get the authority to decide what to target and when to pull the trigger.
Still, there are concerns. Some scholars say humans could become “moral crumple zones,” blamed when something goes wrong, even if they had little control over the machine’s decision-making. To counter this, the Pentagon is working on new test and evaluation processes designed to keep systems interpretable and reliable over time. Congress has also weighed in through annual defense bills, requiring pilot programs and reporting to make sure the military sticks to its own ethical promises.
Beyond The United States
The Pentagon also knows it can’t tackle AI ethics alone. In 2023, the U.S. led the launch of the Political Declaration on Responsible Military Use of AI and Autonomy at the REAIM Summit in the Hague. More than 50 countries had signed on by 2024, and a follow-up summit in Seoul pushed the conversation further. NATO allies are also adopting their own AI ethics frameworks, making coordination key if these systems are going to work together in coalition operations.
The U.S. wants to set the tone for how military AI is used worldwide. That’s partly about deterring adversaries from cutting corners and partly about reassuring allies that America is serious about safety and accountability.

The Pentagon’s AI ethics board and the principles it produced are meant to keep U.S. forces ahead of the curve without sacrificing control or credibility, but ethics in practice can sometimes be messy. As AI systems get smarter and more complex, the pressure will grow to make sure they don’t drift outside human oversight. The work happening now, from toolkits and training to international agreements, is about building guardrails before problems show up in combat.
For the military, the stakes couldn’t be higher. Get it right, and AI becomes a force multiplier that enhances U.S. advantages. Get it wrong, and the risks could range from strategic blunders to moral disasters.
