U.S. Secretary of State Antony Blinken said Tuesday during the Senate Foreign Affairs Committee on the U.S. withdrawal from Afghanistan that the relationship between Al-Qaeda and the Taliban "has not been severed," but that ISIS-K and the Taliban are "sworn enemies."
