Navy Secretary Richard V. Spencer issued his annual summer safety message this week. "As the weather improves, we naturally become more active and engaged in outdoor activities such as water sports, camping, golfing, and hiking," he wrote. "While we embrace these and so many other activities, we must mitigate the inherent risks to keep our Sailors, Marines, Civilians, and their families safe." Last year, 21 Navy personnel were lost to preventable mishaps, according to a Navy news release. Of those fatalities, 17 were on the roads in private automobiles or motorcycles.
